Meet Our Board Members

Tara Beiter-Fluhr
Tara is mayor (2017-2025) and former councilmember (2008-2016) of the City of Sheridan and a Sheridan resident since 2004. As mayor, she is also chair of the Sheridan Housing Authority, the Sheridan Redevelopment Agency, and the Sheridan Liquor Licensing Authority. Seeing the housing crisis increasing in Colorado, Tara has particularly focused on housing and homelessness issues in her final term as mayor, serving as chair of the Tri-Cities Homelessness Policy Group, on the Metro Mayors Caucus Housing, Hunger, and Homelessness Committee, and on the Advisory Board for the South Metro Community Foundation. In addition, she serves as the chair of the “Sheridan Celebrates” committee that organizes the successful annual community parade and festival.
Tara is a certified public accountant and has worked in managing indirect tax technology and compliance functions for multiple large Denver-area corporations. She is married and has three children. She earned B.A.s in International Studies and German Studies from Ohio Wesleyan University, an M.A. in International Studies with a Security focus from University of Denver, and an M.A. in Accounting and MBA from University of Colorado Denver. Tara was raised mainly in Germany as the daughter of an U.S. Army engineer and a social worker for the Department of Defense. Her hobbies include reading, travel, and genealogy.

Indira Guzman
Indira Guzman, a co-founder, and director at the Community Language Cooperative. After her Chicano Studies degree at Metro State University, Indira has acted as a liaison for the Spanish-speaking community throughout Denver. Indira lives with her two children in Sheridan, Colorado where she is a fierce advocate for equitable education. Indira currently sits as a board member for the Sanctuary Christian Fellowship and Commún Denver and is part of the leadership team with Sheridan Rising Together for Equity. Indira enjoys spending time with her children and traveling for enjoyment. Indira is dedicated to building local capacity using the Language Justice model to build vibrant and effective multilingual spaces to foster open communication across languages and cultures.

Kate Biester
Kate Biester is a Social Studies teacher at Sheridan High School in Sheridan, Colorado, and currently serves as President of the Sheridan Education Association. She brings a strong academic foundation to her work, having studied Social Studies Education as well as History and Political Science at the University of Wisconsin–Madison.
Originally from Madison, Wisconsin, Kate now lives in Denver, Colorado, where she is deeply committed to supporting students, educators, and the Sheridan community. Her leadership and passion for meaningful, student-centered learning guide everything she does—both in the classroom and in her advocacy for educators.
